Board member and counsel to State’s leading environmental organization. Served as corporate secretary, vice president for legislative affairs, and chair of legal committee. Acted as WEC’s representative in numerous Department of Ecology negotiated rulemaking projects.
Washington State Regulatory Development Work Groups, 1989-2003
Served, at the request of the Washington Department of Ecology, as key participant in the development of Washington state’s environmental regulatory system. Worked as a member of numerous state-sponsored negotiated rulemaking work groups. These groups have included:

- Model Toxics Control Act Policy Advisory Committee, 1995-97
- State Environmental Policy Act Advisory Committee, 1994-95
- Underground Storage Tank Regulations Committee, 1992-93

- Model Toxics Control Act Regulatory Work Group, 1989-92
Washington’s Land Use Study Commission, 1995-98
Governor’s appointee to Washington Land Use Study Commission, which was charged with making revisions to the state’s Growth Management Act and with revising and consolidating Washington’s land use and environmental statutes into a unified body of law.
Washington State Boundary Review Board for King County, 1993-97
Governor’s appointee to quasi-judicial body which rules on proposed annexations and incorporation into existing cities of land in unincorporated portions of King County. Resolved disputes among cities regarding annexations.
Washington State Bar Association, 1995-96
Member of the executive board of directors of the Environmental and Land Use Law Section of WSBA.
1000 Friends of Washington, 1992-93
Founding corporate secretary and drafter of corporate bylaws for 1000 Friends of Washington, which is Washington’s leading nonprofit organization devoted to effective growth management and land use planning.
